Last September, I drove to a protected wetland near my home in Oakland, Calif., walked to the end of a pier and started looking at birds. On that pier, for the first time, I had gone somewhere solely to watch birds. In some birding circles, people say that anyone who looks at birds is a birder — a kind, inclusive sentiment that also overlooks the forces that create and shape subcultures. I keep abreast of eBird’s rare bird alerts and have spent many days — some glorious, others frustrating — looking for said rare birds. I went out with experienced birders to learn how they move through a landscape and what cues they attend to.

In late November, the panel temporarily blocked the new structures for the State Board of Elections and boards in all 100 counties from taking effect while Cooper’s lawsuit was heard. The state elections board has five members appointed by the governor — a format going back over 100 years — from candidate lists provided by the major parties. Currently, county boards are five members, with state board members naming four positions and Cooper one. Should the board changes be upheld by courts in the coming months, new appointments could happen as general election campaigning heats up and voting approaches. The elections board lawsuit is one of many that Cooper has filed over the past seven years challenging General Assembly laws that he argues unlawfully weakens his position.

CNN —A bipartisan panel of judges in North Carolina has ruled that the Republican-controlled state legislature improperly tried to seize control of state and local election boards from Democratic Gov. The state Board of Elections, for instance, currently has three Democrats and two Republicans. Previous efforts by Republicans in the General Assembly to change the makeup of election boards have been rejected by the courts, and by voters in a 2018 referendum. Republican state lawmakers who pushed the change had argued that it would bring bipartisan balance to decision-making around elections. Several lawmakers had accused state election officials of reaching a “collusive settlement” with Democratic litigants to extend the deadline to count absentee ballots during the 2020 election.

CNN —An American delegation on religious freedom cut short its visit to Saudi Arabia after one of its members was asked to remove his Jewish head covering, or kippah. The delegation from the US Commission on International Freedom (USCIRF) was on an official visit to the UNESCO heritage site of Diriyah, the original home of the Saudi royal family, when Saudi officials asked its chairman Rabbi Abraham Cooper to remove his kippah, the commission said in a statement Monday. It added that the Saudi government had invited the group to tour the site and that the visit had been approved by the Saudi Ministry of Foreign Affairs. All three films question male conventions and genres in ways that show exactly why we need more films by, and more nominations for, women-directed films. Les Films PelléasTriet’s “Anatomy of a Fall” is about a German novelist, Sandra (Sandra Hüller), accused of murdering her husband Samuel (Samuel Theis). Director Celine Song talks to lead actress Greta Lee on the set of "Past Lives." That doesn’t mean that women directors are less interesting or less original than male directors. Triet, Song and Gerwig have proved that women directors are uniquely positioned to question and rethink old genres, old stories and old ideas.

(AP) — North Carolina has joined a nascent nationwide effort to improve outcomes for more prisoners who return to society through an approach focused on education, health care and housing. More than 18,000 people are released annually from the dozens of North Carolina adult correctional facilities, the order says, facing obstacles to a fresh start from their criminal record. The council said that North Carolina is the third state to officially join Reentry 2030, after Missouri and Alabama. JERUSALEM (AP) — Iran is “very directly involved” in ship attacks that Yemen's Houthi rebels have carried out during Israel's war against Hamas, the U.S. Navy's top Mideast commander told The Associated Press on Monday. The tempo of Houthi attacks on shipping appears to have slowed for the time being as the U.S. and its allies have increased their naval patrols in the region. ☆ ‘Maestro’ review: Bradley Cooper picks up the tune he started in ‘A Star is Born’

CNN —In hindsight, Bradley Cooper’s directorial debut “A Star is Born” served as the commercial tune-up that paved the way for “Maestro,” as both films deal with the price of art as well as loving an artist. Before getting to the movie itself, a word about the controversy it triggered over the prosthetic nose that Cooper donned to better resemble his Jewish character. Carey Mulligan and Bradley Cooper in "Maestro," which Cooper also directed. Still, watching Cooper and Mulligan portray their characters across decades, it’s hard not to be impressed, while nurturing a greater appreciation for why Cooper found Bernstein’s contributions and complications deserving of such a tribute. Cooper and Mulligan’s work should be very much in those conversations, if not the movie itself.

(AP) — North Carolina Republicans on Wednesday pitched new maps for the state's congressional districts starting in 2024 that appear to threaten the reelection of at least three current Democratic U.S. House members. Senate redistricting committee leaders introduced two proposals that would rework the boundary lines for the state's 14 U.S. House seats. The state House and Senate want to enact a final plan by the end of the month. He said House leaders “worked with Senate leadership on the congressional plan,” but he didn't say which Senate plan the House supported. House and Senate redistricting committees also filed separate legislation Wednesday that would rework their own districts — the House for its 120 seats and the Senate for its 50 seats.

RALEIGH, N.C. (AP) — A federal judge on Saturday blocked two portions of North Carolina's new abortion law from taking effect while a lawsuit continues. But nearly all of the restrictions approved by the legislature this year, including a near-ban after 12 weeks of pregnancy, aren't being specifically challenged and remain intact. The litigation doesn’t directly seek to topple the crux of the abortion law enacted in May after GOP legislators overrode Democratic Gov. North Carolina had a ban on most abortions after 20 weeks before July 1, when the law scaled it back to 12 weeks. A spokesperson for Senate leader Phil Berger, one of the legislative defendants, said Saturday that Eagles’ order was still being reviewed.
